Generate spoken audio from text using the OpenAI Audio API via a bundled CLI.
Produces single spoken clips or batched audio files from text input using OpenAI's GPT-4o mini TTS model and built-in voices. Runs through a bundled CLI (`scripts/text_to_speech.py`) for deterministic output, supports instruction-based delivery control (voice affect, tone, pacing, emphasis), and writes artifacts under `output/speech/` with intermediates in `tmp/speech/`. Requires `OPENAI_API_KEY` and the `openai` Python package; custom voice cloning is not in scope.
